FG Recommences Conditional Cash Transfer in Oyo State

On Monday, The Oyo State government has recommenced payment of the Federal Government Assisted Conditional Cash Transfer to beneficiaries across the 33 local government areas.
The payments of cash to beneficiaries which will extend to other local government areas in the state kicked off at Ibadan Southwest headquarters, Aleshinloye and Ona Ara council secretariat, Akanran.
Other local government areas monitored were Ibadan North West, Ibadan North East, Egbeda, Lagelu, Akinyele, Afijio, Ido, Ibarapa East and Ibarapa central.

Speaking with newsmen during the monitoring exercise, the Head of Unit in the state, Mr. Ezekiel Oladipo said that the programme started in Oyo State in 2016 and about 13,813 beneficiaries across the 33 local government areas have been benefiting since inception.

“The existing structure of Youth Empowerment and Social Operations (YES O) qualified the state to be one of the eight states that started the programme in 2016.

“There is an agency that is working for World Bank which is called State Coordinating Unit SOCU that populated the register based on the criteria laid down by World Bank and it was done through the local government areas.”

Oladipo explained further that the programme has three major components which is designed to deliver timely and accessible cash transfers to beneficiary households.

“The Conditional Cash Transfer supports the poor and vulnerable with #5,000 per month to improve consumption with the aim of reducing poverty, preventing the vulnerable households from failing further down the poverty line and building their resilience to withstand shocks, while the Top-Up cash transfer incorporates benefits linked to the participation of selected households in activities which is focused on human capital development and sustainable environment through adherence to specified conditions known as co-responsibilities with four broad areas of health, education, nutrition and environment.

“The livelihood support activities facilitate graduation of beneficiaries out of poverty, thereby making them financially independent which is fundamentally focused at enabling beneficiaries to establish a sustainable means of livelihood, he said”

Oladipo said the payment is the backlogs of six months from July to December 2020 adding that some beneficiaries received CCT of #30,000 while some were paid #50,000 which is Top-Up.

In their separate remarks, the Executive Chairman, Ona Ara Local Government, Honourable Sanusi Adesina and his counterpart in Ido Local Government Area, Honourable Sherif Adeojo appreciated Federal Government for the laudable gesture.

While they also promised to continue to support the downtrodden in the society through various empowerment programmes, they equally advised the beneficiaries to take care of their health and ensure the judicious use of the cash given unto them.

Speaking on behalf of the beneficiaries, Mrs Tawakalitu Tajudeen, a petty trader from Ibadan Southwest local government, Mrs Abosede Atunbi a fashion designer from Ona Ara local government, Mrs Falilatu Sumonu from Ibadan North West, Mrs Kosenatu Olalere from Ibarapa East and Mrs Temilade Busi from Ibarapa Central thanked the Federal and State governments as the scheme will prevent them from falling further down poverty line.

Oyo State Government has lauded the National Social Investment programme (N-SIP) saying, 209,123 pupils drawn from 2,448 public primary schools are currently benefiting from the homegrown feeding programme, under the N-SIP.

Speaking at an event organised for 66 trained personnel from Oyo State, in Ibadan, the Permanent Secretary, Ministry of Women Affairs and Social Inclusion, Mrs. Christiana Abioye said the programme has ensured more equitable distribution of resources to vulnerable populations.

According to a statement by the Ministry’s Media Officer, Temilola Akarah, the 66 trained independent monitors, selected across the 33 local government areas for timely reports of the scheme, were also given engagement letters and tablets.

Mrs. Abioye said, the programme has helped the vulnerable population to have improved and sustainable living conditions, with increase in the economic growth of the state.

Mrs Abioye who reiterated that the scheme was a right step in the right direction noted that the federal government social investment programme was in line with the poverty alleviation programme of the State Governor, Engr. Seyi Makinde.

“This administrative believes in quality education, good health and adequate security as well as thriving economy which are in tandem with the aims and objectives of Federal Government, NSIP”

She however appealed to the federal government to expand the social investment programme in view of the increasing population in the state.

The Minister, Ministry of Humanitarian Affairs, Disaster Management, and Social Development, Hajiya Sadiya Farouq said the 66 youths had earlier been trained on the assignment.

Represented by the Assistant Director, Planning, Research and Statistics, in the Ministry, Mrs Jumai Abdu-Ali, the Minister added that a re-training on the application of the social investment management information system, SIMIS, became imperative for effective service delivery.

“The application allows the Ministry to have visibility up to the local government level which will guide us at the Federal level to ensure that, the programme are working in line with their objectives which will essentially help us to deliver on.our mandate and contribute to Mr President’s vision of lifting 100 million Nigerians out of poverty”, she said.

Hajia Farouk said the sum of N30,000 would be paid as stipend to the participants while the contract would last for one year.

The Minister who said 4,452 applicants were shortlisted out of 5,000 applicants Nationwide, stressed the need for the participants to handle the task given them diligently.

In their separate goodwill messages, the Executive Assistant to the Governor on Disability Matters, Barrister Ayodele Adekanmbi and the State Director, National Orientation Agency, Oyo state, Mrs Folake Ayoola commended the efforts of the Federal government and urged the independent monitors to carry out the assignment with the heart of sincerity and use the gadgets for the purpose meant for.

Also two of the participants, Mr. Olayinka Babarinde and Mrs. Jumoke Ismail lauded the programme and appealed to the federal government to sustain the scheme, so as to enable them plan their future through the stipends that would be given to them.

The independent monitoring officials are to undertake periodic reports on the performance of all federal government programmes in their respective local governments in Oyo state.

Programmes such as the N-power, National Home grown school-feeding programme, (NHGSEP) Conditional Cash Transfer (CCT), and the Government Enterprise and Empowerment Programme (GEEP) are Social investment and job creation programmes under the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development.

The Federal Government has arrested the leader of the proscribed Indigenous People of Biafra, IPOB, Nnamdi Kanu.

The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami(SAN), who made the disclosure to journalists on Tuesday, revealed that Kanu was arrested and brought back to Nigeria on Sunday.

He said the arrest followed a collaborative effort between security agencies in Nigeria and Interpol.

Following the indefinite suspension of Twitter in Nigerian, the federal government has explained why the operations of the microblogging (social media) site were put on hold.

The FG has accused Twitter of promoting inciting comments against the government.

The suspension of Twitter’s operations in Nigerian comes shortly after the federal government criticised the social media giant for deleting a tweet by President Muhammadu Buhari that warned of strong actions against secessionists.

The minister of information and culture, Alhaji Lai Mohammed, in a statement on Friday, June 4, in Abuja suggested that:

  • Twitter was suspended in the interest of Nigeria.
  • The government accused the social media site of undermining Nigeria’s corporate existence.
  • The minister also suggested that the suspension was part of the regulation of all OTT and social media operations in Nigeria by the National Broadcasting Commission (NBC).

The minister of information and culture, Lai Mohammed, on Wednesday, June 2, accused the microblogging site of bias on issues concerning Nigeria’s domestic affairs. He said Twitter’s role is suspicious and Nigeria would not be fooled.

A release on June 4, 2021 by the Special Assistant to the Minister of
Information and Culture; Segun Adeyemi on the Federal Government of
Nigeria (FGN) announcing suspension of twitter operation indefinitely
in Nigeria is nothing but a joke taken too far.

When Section 22 of 1999 Constitution of Nigeria (as amended) provides “The press, radio, television and other agencies of the mass media shall at all times be free to uphold the fundamental objectives contained in this Chapter and uphold the responsibility and accountability of the Government to the people”, does the FGN understand the implications?

Even though many perfidious citizens have neglected the Constitutional provision in Section 24 which says “It shall be the duty of every citizen to –
(a) abide by this Constitution, respect its ideals and its institutions, the National Flag, the National Anthem, the National Pledge, and legitimate authorities”, is there any difference between the government action and those the government proclaimed have abused the medium?

draconian ban like it did impose two-week SIM card registration in
December 2020 whereby RIFA opined that at least 6months notice should
be given. Today, that reality and foresight of RIFA is what the government has really found inevitable.

Similarly, the ban on twitter should be immediately reversed. If few perfidious citizens misuse the medium, is that a justification to deny the lawful million users from using same when government failed to prosecute the twitter abusers?

Whose fault was it that twitter was misused in Nigeria? The government
has wherewithal to control the media but instead decided to just waste the nation resources on useless personnel managing agencies and ministries in charge of such roles.

If some people use twitter to fuel insecurity, what were the government agencies such as National Orientation Agency (NOA), Ministry of Information, etc whose sleeping staff still collect
salaries from government purse doing to convince the populace of government actions?

One would have expected a Minister to use different media to tell Nigerians what the government was doing to
quench the insecurity in the land but our Minister of Information is so docile that he has abandoned the role he played while an opposition spokesperson. With the leadership lapses of NOA, the agency has
outlived its usefulness and should be disbanded.

The current Minister of Information too; Lai Mohammed is of no relevance again in information management of Nigeria and so should be replaced with a dutiful citizen.

The nation insecurity is an indictment on the Nation security apparatus which have failed woefully in their responsibilities. With the spate of the insecurity in the land, what is the essence of having Police, Civil defence, Department of State Service, Intelligence Agency, Drug Law Enforcement Agency, Immigration, Road Safety Corps, Custom officers (who have turned to official killers), Armed forces etc on which the federal government spends billions of Naira every month?

Nearly all security agencies have abandoned their basic roles and majority of them are criminals having divided loyalty to their warlords who got them the job and the nation security leadership has not been able to exert adequate pressure on their men. Majority of our security operatives nowadays are criminals and when complaints are lodged to their bosses, they ignore such complaints.

Why then shall we not be enmeshed in insecurity when our security personnel are also criminals? The recent revelations in Nasarawa State, Akwa Ibom and other states where the criminals caught were security men questioned the integrity of those being paid to provide security which the
government has failed to flush out the bad eggs among the uniform men.

The government of President Muhammadu Buhari truly needs action but the action is simple-be pragmatic to issues with sturdy warning and
actions. The Police headquarters should provide an active communication platforms to the populace to lodge complaints and such
complaints should be promptly attended to while erring officers should
be publicly paraded before the media.

This would greatly reduce the indiscipline among officers. This should be extended to other security agencies too. The current attitude to Police to public complaints is pro-criminals.

The disbanded SARS officers (especially those at Obasanjo farm in Igbo-ora, Oyo State) who have maneuvered themselves to the SWAT again and returned to their former base of oppression should be checked as they are more criminals than the criminals they are to suppress.

Most police officers on the road have turned to toll collectors against the laws of the land while majority of them has no name tags and numbers yet allowed to rob citizens on the road. Why should citizens be condemned for emulating the paid criminals in uniforms?

The spokespersons of most Police formations too are not helpful or
different as they always defend the officers’ criminality perhaps they share from the loot of their crimes. Such kinds of spokesperson too deserve redeployment as they are liabilities to the Force image they were engaged to manage.

Could you believe a Police PRO saying citizens do not have right to record Police oppression? How would complainants be able to justify the allegations against the odd officers then when same spokesperson once said one should be able to provide evidence against any officer misbehaving?

The new Inspector-General of Police; Usman Alkali who has just been
confirmed today needs to retrace his men steps and give workable
directions. Similarly, the FGN should not oppress the citizens by blocking them from expressing their views on national issues.

What the government needs to do is to identify those instigating violence, arrest them and prosecute them. When this is done regularly, those who specialize in false information and instigation would think twice before returning to their business.

The western world also allows
press freedom and as well, no irresponsible, treacherous and malicious messages are allowed without being censored. Therefore, RIFA demand immediate revocation of twitter suspension while government should put its personnel on their toes to justify amount being spent on them.

The IPOB (Indigenous People of Biafra) has disclosed that the Federal Government of Nigeria has declared war on the people of South-East by its military operation in Orlu, Imo State with the Air attack.

On Thursday, there was report of a military bombardment in Orlu which was targeted at the camps of the IPOB-established Eastern Security Network, ESN.

The Head of Directorate of State of the IPOB, Mazi Chika Edoziem in a statement in reaction to the airstrikes, said IPOB worldwide must now gird their loins and be prepared for the long drawn out battle ahead.

He said;

“The Nigerian government through its military has finally declared open confrontation with the Biafran people in their bid to harass, intimidate and cow us into submission to relinquish our ancestral lands to foreign Fulani terrorists.”

The IPOB reiterated its vow that no inch of Biafran land (Biafran territory) will be ceded to the Fulani herdsmen.

“The Nigerian army has thrown the gauntlet and we the Indigenous People of Biafra shall accept their challenge because there will neither be retreat nor surrender on this our journey to liberty and freedom.

“Now that the Nigerian government has activated its final solution to the Biåfran question with Helicopter gunships in Orlu. They have crossed the line of no return and for us the Indigenous People of Biafra there is only one option that is open for us.”

The IPOB said it must defend every inch of Biafran territory and will defend their inalienable right to live in the land of their forefathers as free people.

While awaiting directives from their leader, Nnamdi Kanu, he called on members of the IPOB to be very conscious of the current situation of things.

Yoruba Warlord, Sunday Ighoho has warned the Federal Government of Nigeria over his frozen bank accounts. He also rejected award of recognition from the Yoruba Youth Socio-cultural Association (YYSA).

While speaking at a meeting with the leadership of the Yoruba Youth Socio-cultural Association (YYSA) in Ibadan, Igboho had alleged that all his bank accounts have been frozen by the Federal Government due to the fact that some people were collecting donations, saying he had no hands in it.

Igboho warned that his accounts have to be unfrozen to avoid nationwide protest by youths across the southwest region.

He also frowned against those collecting donations on his behalf, saying that he never asked anybody to request for money from the general public or seek donations.

The association’s National President Olalekan Hammed, and Olawale Ajao National Secretary in a statement on Sunday noted that the group had lengthy discussion with Chief Sunday Igboho on the issue of security across Yorubaland.

Furthermore, Igboho charged Oyo State Governor, Engr. Seyi Makinde to order the arrest of a suspected Fulani criminal, Iskilu Wakili who had been terrorising various parts of Ibarapaland over the last few days.

According to him, security agencies have so far taken no action.

“Yes the people are living in fear. They are afraid that the people might attack them and that is being done by one Isikilu Wakili. He has turned himself into terror and authority in the area and nothing is being done to address the situation.

“We heard about this two months ago and like I said nothing is being done to address it. If the governor hears about Wakili killing our people, harassing them and plundering their farm and yet little or nothing is being done, it is sad. We expected the governor to direct the security agencies to smoke him out but there is virtually no action”.

While the association lamented over the activities of herdsmen who refused to vacate Ondo State forest reserves after ultimatum, Chief Sunday Igboho said,

“let Ondo State invite me and you will see if they are still going to remain in those forests.

“I am ready to fight deadly herders but needed a go ahead from governors”.

Sim Card Blockade In Nigeria.

On December 15, 2020 a press release signed by Dr Ikechukwu Adinde; Director, Public Affairs of Nigerian Ministry of Communication and Digital Economy indicated that the Minister of Communication in attendance with the Chief Executive Officers and Management of Nigerian Communications Commission (NCC), National Information Technology Development Agency (NITDA), the National Identity Management Commission (NIMC) and Service providers in the telecommunication industry held a meeting where, among others, it was resolved that between December 16-30, 2020 all subscribers identification module (SIM) owners must update their registration records with NIN (National Identification Number) after which non- compliant owners would have their SIM cards blocked according to Federal Government (FG).

Rights and Freedom Advocates (RIFA) received the news of the dictatorial policy with amazement and wondered if informed and patriotic Nigerians were among those who took the draconian and short-sighted policy.

The most disappointing was that the Management of NIMC was among the decision makers that took the iniquitous decisions when some Nigerians who have been going to NIMC offices for months have been thronging our office with complaints of not having opportunity to register for the NIN.

In fact, we have facts that people who got to NIN registration centres by 6-8am could not be attended to in a day except they would part with money to “some people” at the registration points apart from the fact that NIMC has inadequate offices nationwide to satisfy the need of Nigerians for the NIN registration.

Unfortunately, the same agency could not caution the Ministry to avoid hasty decision that would not only ridicule the concerned authorities but the whole government.

First of all, the news of the requirement for SIM cards NIN update with telecommunication service providers would not get to some remote places until after few months (which may even run into a year or more). Similarly, the telecommunication service providers are seriously battling with acute staff and offices to satisfactorily cater for the registration demands of their customers as customers are delayed for hours/days without attention and some are required to return for same services for unspecified number of days.

The NCC hasty approach on NIN-SIM card update is typical of any authoritarian government which failed to provide essentials mechanisms before implementing a mundane policy of this type. This is the end of the year when most SIM card owners are busy in their offices rounding off their records to meet regulatory authorities’ requirements.

How would such same set of people be mandated to leave their daily bread for one hardnosed registration which they do not know when to be attended to? Or those who get excuse for a day but are not attended to would still be allowed by their employers the following day to leave work while trying to ensure adequate reports are prepared for necessary action?

The same confused government that insisted on social distancing still brought up a policy that has started witnessing overcrowded offices of NIMC and Telecommunication service providers in less than 24 hours of the policy announcement.

In early December 2020, the moribund National Orientation Agency came up with a primitive policy that Nigerians without face-mask and social distancing in public places would be arrested or fined. Now same government has instituted a strict policy that will flout its policies. Why this policy somersault and mystification?

Serious agencies and Ministry of government would have created a website for NIMC applicants/enrollees to submit their NINs at their convenience and the website would have been linked to all telecommunication service providers where people would not need to go to any office before providing required information and or details.

The sophisticated global village has provided greater space opportunities for the populace to provide any details to government in their comfort room once their biometric data have been captured by NIMC.

As part of pragmatic suggestions above, RIFA opine that the policy timing is awkward and should be jettisoned for now as the last two weeks of the year is mostly leave or busy period for most offices and that Nigerians would not have adequate time to provide required details within the short period.

Besides, there is need for government to carry out an extensive sensitization policy for at least two months on all local radio in local dialects and lingua franca so as to inform the remote residents. Ideally, government should halt the policy until a website is created that would be linked to all telecom service providers so that once the subscribers access the website they will just select the service providers of their choice and will be redirected to the main website where accurate and self-service details would be provided at convenience.

The policy can only become realistic if extended to at least six months for the message to be widely circulated and provisions made for NIMC to increase its registration centres to nook and crannies of the Country.

Until these are done, the hoax policy remains a dream not realizable in Nigeria of today and the citizens should hold the Minister in charge responsible for any loss of contract, revenue, information and other associated loss that may arise from such heinous policy.

The House of Representatives Member, from Oluyole Federal Constituency,  Hon. Tolulope Akande-Sadipe on Tuesday reunited an indigene of Oyo state, repatriated from Oman to Nigeria with her family.

Hon. Tolulope Akande-Sadipe, who Chairs House of Reps Committee on Diaspora, said the affected person was repatriated to the country through the Muritala Muhammed international airport.

She said, the victim, Adunni Nafisat Oseni, a member of her constituency, was denied the opportunity to return home by her employers, until her office intervened.

The returnee willingly submitted herself to be repatriated back to Nigeria due to the inhumane situation she and many others were subjected to in Oman.

Akande-Sadipe decried the inhumane treatment being melted on Nigerians in some Arab countries, and the unfortunate situation they subject them to.

While she commended NAPTIP for its good work and synergy with relevant agencies, she called for more funding for NAPTIP, an agency saddled with the responsibility to fight human trafficking in the country.

“As it stands today, we have over 20, 000 Nigerian girls living in tents in Mali, an African country. Over 40, 000 girls in Lebanon”, she said.

She pledged the 9th Assembly’s commitment to a total fight against human trafficking offenders in the Nation, by enacting stricter laws against them.
“We have a responsive 9th Assembly, under Hon. Femi Gbajabiamila which is putting in place right laws that would guide against this incessant occurrences” Akande-Sadipe said.

She however noted that relevant agencies in collaboration with the Nigeria Police must press charges against traffickers, this, she said will deter others.

Speaking on the delay of 35 Nigerians at the Ghanaian border, she said the proper arm of the executive has picked up the responsibility.

Hon. Akande-Sadipe called for further collaboration among all relevant Government in rehabilitating the girls, who she noted left the country for socio-economic reasons.

“The ugly situation in the country, led Nigerians to these unsafe countries, in search for greener pastures. However, they became victims and targets of attack in those countries Nogeria has no bilateral relationship with. This made them to come back home, most times, with nothing” she decried.

On Ministry of Labour’s role, she noted that the Ministry’s lackadaisical attitude needs to be addressed.
“The Ministry needs to take charge of its responsibilities and functions in ensuring they check if Nigeria has bilateral relationships with some of the countries Nigerians are being trafficked to. We should start from there first”, she said.

She also noted that some of the agents who trafficking girls to Arab countries and neighbouring African countries, have no license from the Ministry of Labour. Therefore, there are certain actions the Ministry needs to work on to nip this ugly act on the bud.

Hon. Tolulope Akande-Sadipe assured Nigerians that the returnee was properly screened by security agencies and health institutions to ascertain her status before being released into the society.

In his words, the Comptroller, Nigeria Immigration Service, at the Murtala Muhammed International Airport, Mr. Abdulahi Usman pleaded with Nigerians not to travel without proper guidance, noting that Adunni’s case is one out of many cases of deception.

Recalling her ordeal in Oman, Adunni called on girls and young people not to rush out of the country in search of greener pastures without proper scrutiny of the agent involved.
