73 Dead As Fire Engulfs Five-Story Building In South Africa (Video)

A fatal fire incidence that engulfed a five-story building, has killed more than 70 people, including children, in central Johannesburg on Thursday.

The South African emergency services disclosed this on Thursday, noting that another 52 were injured in what is on track to become one of the deadliest fires worldwide in recent years.

An official said bodies were discovered piled up at a closed security gate, preventing people from escaping the blaze.

City authorities said affected buildings in a deprived, crime-ridden area had been turned into illegal housing after being abandoned.

Accordingly, it stated that most of those living there were foreigners, one resident said.

“We have now 73 fatalities and 52 people injured who were transported to various healthcare facilities for further medical care,” Emergency Management Services spokesman Robert Mulaudzi said.

At least seven children were among those killed, the youngest under two years old, he said. Some were left burned beyond recognition.

“I’m grateful to be alive, there was a lot of us running, trying to find the fire exit and a lot of people eventually died because of the smoke inhalation,” said Kenny Bupe, a survivor caught up in the blaze while visiting a friend.

The 28-year-old told AFP he was part of a group that managed to break open a locked fire escape gate and run to safety, while others “jumped out” of the windows to save themselves.

Blankets and sheets used for escape hung from the burned-out windows, a reminder of the dramatic scenes.

“This is a great tragedy, felt by families whose loved ones perished in this terrible manner,” President Cyril Ramaphosa said at an event in the southern city of Gqeberha.

“Our hearts go out to every person who is affected by this disaster.”

Mulaudzi said rescuers were combing the building “floor by floor”, as firefighters damped down hotspots after putting out the flames.

Emergency services laid dead bodies under blankets on the street outside.

It was not immediately clear what caused the blaze.

Authorities said candles used for lighting inside the structure or stoves and other heating devices were a likely cause.

“It is indeed a sad day for the city of Johannesburg… over 20 years in the service, I’ve never come across something like this,” Mulaudzi said.

The building, which has been evacuated, is located in what used to be the business district of South Africa’s economic hub and was used as an informal settlement, Mulaudzi said, suggesting many may have been squatting there illegally.

“Inside the building itself there was a (security) gate which was closed so people couldn’t get out,” said Tshwaku.

“Many burned bodies were found stashed at that gate.”

Fire trucks and ambulances were parked outside the red and white building, which was cordoned off by police as a crowd of onlookers gathered.

Paramedics assisted survivors, some looking bruised and visibly in pain, as two women on a nearby street cried as they consoled each other.

“The scene this morning was a mess, there were bodies on the ground everywhere,” said Noma Mahlalela, 41, a resident, adding most people living at the premises were foreigners.

Authorities estimated more than “80 shacks” were set up inside.

“The fire spread very quickly affecting different levels of the building because of the combustible materials used,” said Mulaudzi.

Illegal occupation of disused buildings in Johannesburg’s city centre is widespread, with many said to be under the control of criminal syndicates who collect rent from occupants.

“It was so difficult for us to get out,” said Nobuhle Zwane, who managed to escape with her two children aged 13 and two, adding some corridors were blocked by beds. “We did inhale quite a lot of smoke.”

Potable Water: Oyo Govt. Solicits World Bank’s Support
The Oyo State Government has called for the World Bank’s investment in its bid to achieve universal access to safe drinking water and mitigate the effects of climate change.

The Executive Chairman, Oyo State Water Corporation, Hon. Elias Adeojo recently made the call during a meeting with some officials of the Bank at the Ibadan Urban Flood Management Project (IUFMP), Ikolaba, Ibadan.

He said the Oyo State government is investing strategically in building safe drinking water systems by not only increasing funding, but also putting in capacities to plan, coordinate, and regulate service provision.

Adeojo further revealed that provision of potable water is capital intensive but not profit oriented as the Corporation cannot charge the consumers for production cost.

Hon. Adeojo said, “the Oyo State Government has invested heavily on water facilities across the State but still require external support like grants from the World Bank”.

He equally stressed that power being a major factor that drives the Corporation’s facilities has been at lower ebbs and needs to be alternated with hydropower.

The Chairman said a new technology known as hydrogen power which can also be sold for the sustainability of the Corporation will be introduced.

Adeojo said the new policy will aid the Corporation especially as the delisting of power generation from the exclusive list of the Federal Government is in the pipeline.

 

In their separate response, Mr. Francis Nkoka, the Task Team leader for IUFMP World Bank office, Malawi and Mr. Tochi Sinoda, World Bank Office, Washington DC, promised to assess the requests of the State Government on potable water but added that the issue of tackling flood in the State is germane to the residents of the State.

The duo then called on the Management of the Corporation on the need to form a synergy between the State Ministry of Environment and the State Emergency Management Agency (SEMA) to make a success the fight against the scourge of flood in the State.

Present in the meeting were top officials of the Corporation, officials from IUFMP and World Bank officials.

…as Makinde flags off distribution in Oyo Town Tomorrow.

 

The Oyo State Government, has said the sum of Eight Billion, Six Hundred and Thirty-three Million, Nine Hundred and Ninety-six thousand, four hundred and Sixty-four naira (N8, 633, 996, 464. 00) was earmarked for palliatives by the Sustainable Action for Economic Recovery (SAfER) committee in the State.

The commissioner for Information and Orientation, Prince Dotun Oyelade disclosed this during a press briefing after today’s executive council meeting.

The Commissioner said Local Government Areas in the State, infused the sum of Two billion, six hundred and thirty-six million, eight hundred and seventy-one thousand, five hundred naira (N2, 636, 871, 500), into food palliatives, while the Oyo State Government expended Five Billion, Nine hundred and Ninety-seven Million, One Hundred and twenty-four thousand, Nine hundred and sixty-four naira (N5,997,124,964. 00)

Recall that last week, Governor Seyi Makinde in a statement, promised that full implementation of palliative distribution will begin this week.

Oyelade therefore hinted that Governor Seyi Makinde and some principal officers of the State government will flag-off the distribution of palliatives tomorrow (Wednesday), while full distribution in each geo-political zone will commence on Thursday, which will cover 200, 000 households in the first phase.

Prince Oyelade emphasised that the distribution will be done in different batches, to bring succour to citizens of Oyo State.

Oyelade also the distribution is aimed at alleviating the pains of residents of the state over fuel subsidy removal by the federal government.

“If you assume that every family has about 6 members, we are talking about over 1 million people to be affected by the initial roll out of palliatives”, Oyelade said.

He said items to be distributed include 10kg rice, 5 kg of garri, 5kg beans, 5kg yam powder and 1 ltr of vegetable oil.

Prince Oyelade said the flag-off, targeted at the poorest of the poor in the society, will be simultaneously done in all the major zones including Oyo, Oke-Ogun, Ogbomoso, Ibarapa, Ibadan main and less cities.

He said the Deputy Governor, Bayo Lawal will flag-off the distribution in Saki; while the Chief of Staff will ensure the flag-off in Ogbomoso.

The Speaker, Oyo State House of Assembly, Rt. Hon. Debo Ogundoyin will flag-off the distribution in Ibarapa, while the Commissioner for Culture and Tourism, Mr. Wasiu Olatubosun will flag off the distribution in Ibadan North-West.

Also speaking, the Commissioner for Budget and Economic Planning, Prof Musibau Babatunde, while giving a break-down of the total budget, said food palliatives will cost a total of Five billion, two hundred and seventy-three million, seven hundred and forty-three thousand (N 5, 273, 743, 000).

He however said Local Government Areas in the state paid a counterpart fund of Two billion, Six hundred and thirty-six million, eight hundred and seventy-one thousand, five hundred naira (N 2, 636, 871, 500).

Musibau said, the Government earmarked One Hundred and forty-nine million, One Hundred and Ninety-nine thousand, six hundred and eighty-two naira (N 149, 199, 682. 00) for the Transportation sub-committee.

He said the budget includes logistics, branding of buses, personnel, and diesel cost.

On Food Security, which will cater for Agropreneurs and small and Medium scale enterprises, farmers, the Oyo State Government has earmarked the sum of One Billion, seven hundred and one million, fifty-three thousand, seven hundred and eighty-two naira (N 1, 701, 053, 782), while loans to be rolled out to SMEs will cost Five hundred and ten million naira (N 510, 000, 000).

In the Healthcare sector, the Commissioner said One Billion naira has been set aside to cater for the health Insurance of Fifty-thousand pensioners, at four thousand naira each.

He added that one 100,000 vulnerable members of the society too will be catered for, by the Oyo State Government.

The Commissioner added that personnel of security outfits including Amotekun, Nigerian Army, Police force and Civil defence, who are first line of defence in the State will benefit from the palliatives.

Civil servants, within the low rung of civil service will also be beneficiaries of the gesture.

He assured residents of Efficiency and effectiveness in the distribution- methods, saying monitoring and evaluation mechanism has been put in place by the Oyo State Government.

Speaking at the briefing, the Commissioner for Women Affairs and social inclusion, Mrs. Toyin Balogun said the Oyo State Government places premium on engagement with the populace.

She said the distribution dynamics is not cast in stone, therefore a robust program of such nature was put in place by the government, with an effective redeployment and roll out plans.

She enjoined residents to reach out to the State Government through its feedback and communication channels, to lay complaints or commend its efforts.

The Oyo state government has sealed FinRel Pharmacy Supermarket and Bakery, Ibadan for violating the Oyo State Veterinary Practicing Premises Registration Regulation 2018, Oyo State Private Veterinary Premises and Veterinary Establishment law, 2017 and Animal Diseases Control Act, 2022.

Sealing the premises on Monday in Ibadan, the Commissioner for Agriculture and Rural Development, Barrister Olasunkanmi Olaleye said FinRel was operating an illegal veterinary pharmacy and engaging in Veterinary Clinical Services.

He also stated that this can put the health of members of the public in danger.

The Commissioner, speaking through the Deputy Director, (Monitoring), Dr. AbdulRrazzaq Lawal, said the move was in line with the Oyo State Government efforts to curtail and prevent the outbreak of diseases, adding that government would not relent in its effort to ensure safety of lives and properties.

Barrister Olasunkanmi stated that the move was not to witch-hunt anybody but to ensure sanity in the veterinary service delivery in the state.

According to him, “we discovered through our surveillance that the owner of the premises is operating an illegal veterinary pharmacy and engaging in Veterinary clinical services without registration with the Veterinary Council of Nigeria and Oyo State Ministry of Agriculture and Rural Development which against the law, using of unapproved location for sale of Veterinary products as well as treatment of sick animals that can put post health risk to humans, as their customers can contract zoonotic diseases from the location”.

The Commissioner hinted that the Oyo State government would not allow any person or group of persons’ selfish interests put the entire state in danger of contrasting diseases from animals.
